Persistent bottlenecks delaying completion of procedures for public investment
Greater effort in public investment has resulted in the proportion of development investment expenditure out of total State budget expenditure in the 2021-2024 period averaging about 31 per cent a year, especially in 2023, when it reached a peak of 35 per cent, while the average in the previous period was only 28 per cent a year. Many believe that it is necessary to focus on quality and disbursement efficiency instead of simply increasing the figure. At the same time, it is necessary to remove lingering problems to avoid a situation where capital is waiting for a project to complete the necessary procedures or where sluggish disbursement by certain agencies drags down the national rate.
