Big push needed to boost human resources and maintain growth
After great economic progress since the 1980s, Vietnam is at risk of falling into the “middle income trap”, which can result in cooling productivity growth due to resource exhaustion following early-stage growth strategies. Vietnam now needs a big push - a far-reaching, sustainable, and highly-determined campaign led by the government to transform higher education, research organizations, and vocational schools. It also has sufficient conditions and opportunities to succeed in such an endeavor.
