                                                             Approved by the Prime Minister in May 2023, Vietnam’s
                                                             National Power Development Plan VIII, known as PDP8, gives
                                                             priority to the development of renewable sources of
                                                             electricity. Rooftop solar power has been growing in
                                                             popularity for many years, even prior to the PDP8 being
                                                             adopted, especially the installation of panels on top of
                                                             factories at industrial parks. However, something of a legal
                                                             gap in the trade of electricity generated by such means has
                                                             existed since a Decision governing the practice expired in
                                                             December 2020. A new decree is now in the pipeline, and
                                                             enterprises keen to maintain or install solar panels on their
                                                             factory rooftops hope it will permit them to trade their
                                                             excess generation to other companies with demand.
